Our overrail is designed to be placed on top of a built-in Glock rail which is a proprietary rail size to enable universal Picatinny rail attachements. From what I can tell, the G19X's built-in rail is already a Picatinny rail. This would mean that the OR19 is not compatible, nor is it necessary since you already have a built-in pic rail.
Is there any benefit to adding medium Loctite to the screws?

Will this adapter be able to fit a Glock 20 Gen4? I ask because all Glocks should have the same size rail. Is there something specific about the 9mms that would make this adapter fit them, but not the 10mm Glock 20 Gen4? There is a standard Glock rail on this pistol already, and I just need an adapter to convert it from the Glock rail to a picatinny rail to fit an accessory.

It won't fit properly. The rail is designed to fit perfectly on the compatible guns including the precise distance from the trigger guard to the end of the pistol and the thickness of the barrel. The G7 OWB holster is compatible with your weapon - and it includes a picatinny rail adapter. If you wear your weapon OWB, this could be a good choice.
